Medical review board
The medical review board considers the residents’ requests for special protective kits issued for medical reasons. Persons with special medical needs and restrictions, must apply to the medical review board with a request for the issue of a special protective kit.
Residents who have received the medical board authorization for special kits in the past, are recorded in the Home Front Command databank and will receive the appropriate kit during the distribution drive, without need for additional application to the medical board.

The medical board has authority to make the following decisions:
- authorize issue of protective kit with air pump;
- authorize issue of Keisar kit for persons with mental retardation, autism or severe allergy to rubber;
- authorize issue of Super Keisar kit for populations with severe medical problems, such as tracheostomy patients;
- not authorize issue of special protective kits;
- request additional information.
Regulations for applying to the medical board:
- The request must be made using a special application filled out by the resident’s treating physician.
- The application can be downloaded from the Home Front Command website or received at the Information Center or from the protective kit distributors. Any relevant medical documents, such as illness summaries or hospitalization discharge summaries, must be attached to the application.
- The application must be mailed to the following address:

- The medical board will review the application and reply to the resident by mail within 21 working days from the day of receiving the application.
- Should the medical board approve and authorize the issue of a special kit, the resident must save the authorization document and present it at the distribution point in order to receive his protective kit.
- Should the medical board reject the application for a special kit, the decision can be appealed at the Higher Medical Board whose decision will be final and cannot be appealed again. In addition, in case the resident’s medical condition changes, he/she are eligible to apply to the medical board again.

Protective kit types
Bardas
Protective kit for children. Operates on the super-pressure principle. Worn over the child’s face, protects respiratory organs and head, allows wide field of vision. The kit contains: mask, filter, Angora air pump (green) or blue air pump, backpack mount, drinking straw, instructions for use.
Kit validity - 15 years.
MAMTAK (protective system for infants and children)

The new protective system for children intended to replace the Shmartaf and the Bardas. Operates on the super-pressure principle. Protects respiratory organs and head. Comfortable for donning and wearing, holding and taking care of the infant. The system contains: mask, filter, green air pump, drinking bottle, instructions for use.
Kit validity - 15 years.
Black gas mask

Protective kit for youths and adults. The system is offered in the following three sizes:
Small (youth) – for youth 8 to 14 years old or adults with small faces
Medium – for general population, ages 14 and above
Large (adults) – for adults with large faces.
The mask is fitted and adjusted individually.
The kit contains: mask, filter, drinking straw, instructions for use.
Kit validity - 23 years.
Even Sapir

New head protection system. Based on a hood sealed around the neck and is distributed today in the active configuration only (with air pump). Offered in two sizes: large and small. Contains: hood, filter, Angora air pump (green) or yellow air pump, drinking straw, instructions for use.
Kit validity - 15 years.
Keisar

The system is distributed upon medical board authorization and intended mainly for populations suffering from mental retardation, autism or severe allergy to rubber. Operates on the super-pressure principle. Differs from the Super-Keisar by being fastened around the neck. The kit contains: mask, 2 air pumps, 2 filters, 2 air hoses, drinking straw, instructions for use.
Kit validity - 15 years.
Super Keisar

The system is distributed upon medical board authorization and intended mainly for populations suffering from severe medical problems, such as tracheostomy patients. Operates on the super-pressure principle. The kit contains: hood with 2 yellow air pumps, 2 filters, 2 air hoses, drinking straw, instructions for use.
Kit validity - 15 years.

Appeals committee
The appeals committee considers requests made by residents who, according to the Home Front Command’s databank, have received their individual protective kits, but for some reason those were damaged/lost/stolen etc.
In such cases, the residents must pay for the replacement kit.
In certain cases, the decision of the proper authorities which demands payment, may be appealed.
The appeal will be made by using a special appeals committee application filled out by the resident. The application can be downloaded from the Home Front Command website or received at the Home Front Command Information Center. The filled-out application should be sent by mail to the following address:

The committee will deliberate on the appeal and reply by mail within 21 working days from the day of receiving the application.
In any case, the residents are advised to attach to the application any documents proving their claim.
Appeals committee application:
Emphases for filling-out:
- make sure all the relevant details are written down clearly and legibly;
- attach any existing relevant documents;
- written clarification of the reason for the appeal is obligatory.
Following the appeals committee reply:
- if the committee rejects the appeal, the resident will be obliged to pay the required sum;
- if the committee decides to grant the appeal and reimburse the resident, the resident will go to the distribution point with the acceptance letter and present it to receive his/her kit, free of charge;
should the committee’s decision be withheld for “insufficient data”, the resident will have to complete the specified data and re-send the updated application to the committee in order for it to continue its deliberations.

Protective kits – general information
Individual protective kits were first distrubuted to residents of Israel in 1990, on the eve of the first Gulf War. Until 2003, the Home Front Command has conducted routine maintenance of the protective kits.
Due to the demographic changes which took place in the following years, as well as the attrition rate and expiration of many protective kits, the political leadership had decided to collect the kits remaining in the individual possession.
During the collection drive, which took place in 2007-2008, most of the protective kits still in the hands of the population were collected for rehabilitation and refreshing, with the view to future re-distribution.
In the beginning of 2010, a new distribution drive will take place among the Israeli population. This process is planned to continue for approximately 3 years. The distribution will be conducted by a civilian contractor whose particulars and distribution methods will be published soon.
Resident who still have not returned their old protective kits, will be required to do so during the new distribution drive.
